JOB OVERVIEW

Ontario Power Generation (OPG) is looking for dynamic, consultative and results driven Labour Relations professionals to join our team in the role of Labour Relations Specialist.

Reporting to the Senior Manager, the incumbent will be responsible for providing strategic advice and guidance on the interpretation of collective agreements, procedures and policies to HR Business Partners, Line Managers and Senior Leadership. 

The Labour Relations Specialist will build effective business relationships with the Business, and Union Representative to form strong partnerships to deliver value added services and develop labour solutions.  This role will also work closely with Legal Counsel to ensure grievance cases are properly prepared for mediation and arbitration and that situations are subjected to strategic assessment.

KEY ACCOUNTABILITIES

  • Partner with HR Business Partner’s, Line Manager’s, and Senior Leadership providing advice on collective agreements and staff relations matters.  Provide interpretation and explanation as to the clauses associated with OPG union collective agreements (e.g., PWU, Society, EPSCA);
  • Ensure grievances involving represented staff are efficiently and effectively processed by providing interpretation, advice and guidance on agreements, policies, and procedures ensuring that various provisions of the Redress Procedure are properly carried out;
  • Act as managements advisor by providing and presenting management briefs, rebuttal material and supporting data as required to support OPG’s management position;
  • Assist HR Business Partner and Line Management, in preparing cases for grievance meetings and ensuring that all relevant information is included in the grievance briefs; 
  • Developing Letters of Understanding to facilitate agreement on issues; 
  • Working with Legal Counsel, HR Business Partner’s and Line Management to prepare cases for mediation and arbitration;
  • Working with Legal Counsel to prepare briefs for arbitration and developing the strategy for presenting cases; 
  • Assisting in the development of negotiation strategies for collective bargaining and participating on bargaining subcommittees; 
  • Representing management on joint union/management subcommittees; 
  • Recommending, developing, and delivering labour relations training and specialized seminars, as well as developing training materials; 
  • Maintaining currency with employment law, legislative change, arbitration decisions, trends and developments in collective bargaining and other major events/matters related to labour relations; 
  • Continuously enhancing and improving labour relations management methods, policies, and processes;
  • Serving as the point of contact with unions by resolving or arranging for the disposition of questions, complaints, or requests for information related to the treatment of union-represented staff;
  • Communicating with unions to convey information on new or amended corporate policies, practices, and procedures;
  • Developing and maintaining good working relationships with union representatives; and
  • Perform other duties as required.

 

EDUCATION

  • University Degree is required;
  • Master’s of Industrial Relations (MIR), Bachelor of Laws (LL.B), or Master’s of Business Administration (MBA) with a focus in Labour Relations or Human Resources is an asset; and
  • Professional Human Resources designation is an asset (such as CHRP, CHRL, CHRE).

 

QUALIFICATIONS

We are seeking a dynamic, consultative and results driven Labour Relations professional with the following:

  • Minimum of 1-3 years of progressive Labour Relations and or Human Resources experience, in a highly unionized environment.  Must be able to provide labour relations advice and counsel;
  • However, would consider a more senior level, experienced Labour Relations Professional and hire at a Labour Relations Manager level with a minimum of 5-8 years of experience; 
  • Sound knowledge of labour relations principles, processes, best practices, theories, trends and related legislation and arbitral jurisprudence in both public and private sectors;
  • Strong interpersonal skills, must be a trusted advisor with experience in building, shaping and maintaining positive relationships and partnerships with a wide variety of internal and external stakeholders (business unit leaders, line managers, colleagues, union representatives, etc.);     
  • Demonstrated ability to collaborate with business partners and use superior judgement, business awareness, and political acuity to provide risk-based advice;
  • Strong knowledge of employment and other provincial and federal legislative requirement;
  • Extensive experience with grievance administration and collective agreement interpretation;
  • Ability to quickly understand business processes and navigate organization and support systems to deliver results;
  • Ability to effectively lead, influence and motivate others; 
  • Strong case law research experience.  Broad conceptual, diagnostic and analytical skills; ability to reach well grounded, independent conclusions and influence outcomes; 
  • Strong problem solving skills to identify, address and overcome current and future challenges;
  • Exceptional project management and organizational skills to execute time sensitive deliverables and manage high case management volumes;
  • Proven track record on delivering results, and the ability to work in a fast-paced changing environment while effectively managing and adapting to multiple changing priorities;
  • People and team oriented with a strong ability to establish an excellent level of confidence, credibility and cooperation;
  • Ability to communicate effectively, possess excellent written and verbal communication skills;
  • Strong facilitation, negotiation, influencing and presentation skills, ability to present information clearly and effectively;
  • Highly unionized, industry experience; energy, utilities, mining, manufacturing, health care, industrial and or public sector is preferred;
  • Proficiency in MS Office (Word, Excel, PowerPoint and Outlook) and considered an asset to have previous experience working with Lotus Notes;
  • Valid Ontario Drivers License in good standing, is necessary for this position; and
  • Willingness to travel locally and occasionally across the province, as required.
