Ontario Power Generation (OPG) is looking for a results-driven team players to join our Renewable Generation organization in the role of Civil Engineer/Officer – Dam Safety Coordination based at our Timmins, Ontario facility. 


Reporting to the Production Supervisor Technical, Civil Engineering, the Civil Engineer/Officer – Dam Safety Coordination will be responsible for technical support for the safe, efficient and economical commissioning and operation of hydroelectric and station assets. This focused role offers a unique opportunity to provide technical support, particularly with respect to the dam and public safety programs for OPG’s 21 hydroelectric generating stations and over 30 control dams located across the Northeast region.

The Civil Engineer/Officer – Dam Safety Coordination will contribute to the group by providing the following engineering services:

  • Coordination and execution of OPG’s Dam Safety Program (DSP) and associated Standards and Procedures.
    • Participate in OPG Dam Safety Program by conducting dam inspections, instrumentation monitoring, data evaluation, periodic reviews, site investigations and emergency preparedness/ response activities.
    • Ensuring the DSP applies and adheres to all Dam Safety Governance and Regulations applicable to OPG facilities
    • Responsible for the development and coordination of OPG’s annual Dam Safety  Program Execution Plan (PEP) in relation to dam safety, for 7 river systems. Which also includes quarterly reports and audit findings.
    • Plan and lead emergency preparedness procedures and drills
    • Responsible for stakeholder management with different agencies i.e OPP's, townships, Emergency responders among others; this includes speaking engagements and other informational forums on behalf of OPG Northeast Operations.
    • Act as subject matter expert for the topics of Hydraulic Assessments, Public Safety of Northeast OPG facilities.
    • Apply guidelines of the Navigation Protection Act, Ministry of Natural Resources and Forestry Act.
  • Plan, coordinate and conduct civil/structural engineering assessments, studies, inspections, investigations, designs, rehabilitations and evaluations for earth structures, dams, foundations, slopes, roads, shorelines, and other civil works associated with hydroelectric and other generating facilities and associated infrastructure.
  • Preparation of drawings, technical specifications, construction estimates, Request for Proposals, proposal evaluation, award, contract negotiations & administration & co-ordination, construction monitoring, resolution of contract disputes.
  • Provide input to business plans, work plans, budgets with respect to project priorities, schedules and resource requirements.
  • Collaborate with customers, stakeholders, consultants, contractors, and government agencies as required.
  • As a technical single point of contact in civil engineering, provide advice, guidance, consultation and services to engineering problems pertaining to Dam Structures.
  • Respond to emergency situations, conduct field investigations, prepare reports, and recommend actions.
  • Develop plans, standards and technical procedures for inspection, maintenance and monitoring programs.
  • Serve on technical study, project teams or task groups.
  • Plan, organize, and conduct inspections, installations, tests, servicing, maintenance, and renovations, necessary for the continuous safe, efficient and economical operation of hydroelectric plants and associated structures:
    • Prepare and/or review Prestart health and safety reviews, investigation of safety or technical incidents.
    • Plan, coordinate and conduct engineering assessments, studies, inspections, investigations, designs, and evaluations for hydroelectric structures such as dams, powerhouse and buildings.
    • Preparation of drawings, technical specifications, construction estimates, Inspection Plans
    • Perform plant condition assessments, recognize technical deficiencies, recommend remedial measures, prepare and/or coordinate design changes for submission and approval as required to remain in compliance with applicable codes and legislative requirements and implement and conduct approved and/or scheduled programs. Initiate action to overcome or alleviate emergency or other contingencies.
    • Design structures / components / systems to meet performance expectations and comply with safety and engineering standards
    • Develop plans, standards and technical procedures for inspection, maintenance and asset life management programs.
    • Perform engineering risk assessments to assist prioritization of work and maintenance programs.
  • Support project management activities (e.g. frontend planning, cost estimating, quality monitoring)
    • End to end management of request for proposals (RFP) process
    • Prepare technical specifications, assist in the evaluation of tenders, and recommend awarding contracts
    • Serve on project teams or task groups.
  • Lead and participate in technical studies
    • Provide technical advice for hydroelectric station maintenance, operations, performance, design and commissioning.
  • Oversee work performed to ensure conformance to specification, resolving differences related to contract interpretation, and dealing with complaints as required.
  • Collaborate with customers, stakeholders, consultants, contractors, and government agencies as required.
  • Respond to emergencies, structural failures or unsatisfactory performance, conduct field investigations, prepare technical reports, and recommend actions.


  • Minimum of 4-year bachelor degree in Civil Engineering
  • P. Eng. certification in good standing in the Province of Ontario




Preference will be given to engineering professional candidates who bring the follow experience: 

  • 5 to 8 years of relevant experience as a Civil Engineer, preferably with experience and specialization in dam safety.
  • Registered (in good standing), or eligible to be registered, and licensed to practice as a Professional Engineer in the Province of Ontario
  • Experience in Canadian Dam Association Dam Safety Guidelines, Practices, Bulletins and regulations.
  • Demonstrated experience in civil / structural site investigations, condition assessment, risk assessment, soil engineering, rock mechanics, tunnel, canal, foundations, project management, design, construction, maintenance of hydroelectric and other generating facilities; In-depth knowledge pertaining to the design and rehabilitation of embankments dams
  • Knowledge in dam performance monitoring and evaluation including assessment and design of required instrumentation systems, monitoring data review, and assessment of potential remedial actions.
  • Experience conducting assessments, testing, studies, inspections, investigations, design, evaluations, construction monitoring & maintenance of civil structural works associated with generating stations;
  • Demonstrated ability in planning and conducting civil / structural studies, inspections, investigations, and performing engineering designs and evaluations for rock foundations, slopes, tunnels and other civil works associated with hydroelectric and other generating facilities.
  • Ability to independently problem solve with methods and tools required for civil engineering applications.
  • Demonstrated ability in report preparation, and strong communication/ presentation and interpersonal skills; ability to work collaboratively with people.
  • Experience using AutoCAD and/or Solid Works is an asset;
  • Demonstrated knowledge of the OH&S Act and Regulations, specifically for Industrial Establishments
  • Strong Ethics and adherence to Governance
  • Strong verbal and written communication, collaboration and interpersonal skills;
  • Valid Ontario Drivers License in good standing
  • Willingness to travel 25% of time via road, airplane, float plane, helicopter; some overnight travel may be required
