OPG is looking for a dedicated, results driven and dynamic professional to join our team in the role of Procurement Specialist located in Thunder Bay, Ontario.

Reporting to the Front Line Manager, Supply Chain, the Procurement Specialist will be responsible for reviewing the adequacy of competitive sources, prepare/issue procurement documents, review proponents’ lists, evaluate proposals, negotiate contracts and award purchase orders.  You will be reviewing claims, progress payments, escalation claims and access vendor performance. In this role you will also be acting as the key liaison with clients in support of their demand requirements as the supply chain representative at key meetings and in key processes.

The Procurement Specialist will carry out the following duties in order to plan, coordinate and perform procurement assignments:

  • Perform reviews of contractor’s procurement process, including competitive bidding, proposal evaluation, and selection of subcontractors.
  • Act as an information resource to users, requisitioners and suppliers on the Corporation's procurement processes and commercial considerations. 
  • Participate at site (both generating and non generating OPG facilities) daily, weekly and monthly meetings to plan, coordinate, and status various items and services to support site operations. 
  • Develop a procurement strategy taking into account the marketplace and the needs of the requisitioners and end-users.
  • Review Ontario Power Generation (OPG) approved vendor lists to ensure adequacy for competitive sourcing. 
  • Prepare or review draft and final Request for Quotations, Proposals, Information (RFI, RFQ, RFP), contracts, and purchase order documents ensuring resolution of any areas of concern or ambiguity
  • Evaluate incoming quotes, proposals for vendor exceptions. 
  • Arrange post-award meetings with suppliers and inspection to ensure a clear understanding of contractual responsibilities.
  • Assess vendor performance during the execution of work to ensure contractual requirements are being met and to establish a performance record to be used in the placing of future


  • Within the general context of the job responsibilities, make suggestions to Supervisor on how to improve the efficiency and effectiveness of the department, and how to best meet the

             needs of the customer.

  • Perform other duties as required. 


  • 4 year university degree in Engineering, Science, Computer Science, Business, Applied Science or Law


We are seeking a results-oriented Procurement Specialist with the following:

  • Understanding of the design, fabrication, assembly, testing and installation practices in order to assess capabilities of manufacturer's facilities.
  • Familiarity with practices, routines and standards followed within the commercial and industrial field;
  • Knowledge of inspection to specification, production planning and scheduling, QA, designing, and dealing with people on controversial matters;
  • Experience in the commercial aspects of contracts, contract law and business administration;
  • Demonstrated experience in the procedures and practices and to become generally knowledgeable of the interrelationships within the Division, other requisitioning departments  throughout the Corporation as well as external organizations;
  • Have strong oral and written English-language communication and listening skills to effectively communicate with internal and external contacts;
  • Have demonstrated effective interpersonal, planning and organizational skills.
