JOB OVERVIEW  

Ontario Power Generation (OPG) is looking for a dynamic and consultative health professional to join our team in the role of Health Advisor in our Ajax location. 

 

Reporting to the Senior Manager, Environment Health & Safety, the Health Advisor functions as oversight on health and safety matters related to employee disability management. The Health Advisor works with a team of Health Advisors who aid in the administration of matters regarding OPG’s disability management program and benefits including Long Term Disability, WSIB and Sick Leave.  This role will provide technical advice, guidance and ongoing assistance, company-wide, to management on health-related matters including Mental Health, employee Fitness for Duty relating to Drug and Alcohol testing and Covid support. 

 

The Health Advisor advises and represents the company on grievance and labour relations issues concerning OPG’s sick leave and associated benefit plans.  This position is responsible for managing vendor relationships/contracts and performance coordination and is accountable to ensure that disability management strategies and practices are in accordance with the corporation’s health and safety objectives, are effective and cost effective when implemented.

KEY ACCOUNTABILITIES    

  • Provide guidance and advice to employees and supervisors around COVID-19 related questions.
  • Prepare initial case files and information on employee health and safety related absences based on notification of an employee absence.
  • Monitor progress on the case file with the 3rd party per the established case management protocols, and as required, provide direction to the 3rd party service provider on progression of the case file, including case management strategies and tactics, benefits entitlement determinations and continuation, determinations for Long Term Disability (LTD) applications, and return-to-work planning.
  • Provide leadership and support to supervisors and managers on the development and monitoring of graduated return-to-work plans for employees with disabilities or functional restrictions with the objective of returning employees, safely, to maximum functional recovery and productivity.
  • Participate in the development, maintenance and implementation of effective governance and a managed system framework for disability management.
  • Monitor and ensure cost effective strategies in the management of employee health benefits (Long Term Disability, WSIB, and Sick Leave).
  • Provide adjudication on disability management cases, including working with the Chief Physician.
  • Represent the interests of OPG in discussions with regulatory bodies and other related agencies such as the WSIB.
  • Provide advice, guidance and assistance to line managers on the company’s Disability Management Program and Strategy (including Workplace Safety and Insurance Board claims, Long Term Disability cases, major medical absences, short term absence and Total Absence Management). 
  • Attend, participate and prepare, or act as a resource on internal and external dispute resolution proceedings including WSIB Appeals, Tribunals, grievances and Arbitrations.
  • Establish collaborative partnerships with line management to integrate disability management with strategic and business requirements, based on a solid understanding of the business.
  • Provide leadership to the business through the provision of advice and consultation services on Disability Management Program to ensure accuracy, consistency and financial accountability. 
  • Influence line management’s disability management decisions by recommending appropriate action consistent with legislation, collective agreements and policies to meet business requirements.
  • Proactively educate clients in the interpretation and application of disability management policies, practices and legislation.
  • Formulate strategies to minimize financial impacts to the business, using financial, economic and analytical techniques.  Utilize qualitative and quantitative measures for cost benefit analysis to ensure well-integrated and cost effective programs and services for the business.
  • Collaborate with line management and others to design, develop and implement objectives, strategies and programs related to Disability Management for both occupational and non-occupational cases. 
  • Keep abreast of changes in Disability Management trends, issues, legislation and policies. 
  • Provide confidential counseling and support to clients in all facets of disability management.  Contribute to the development of a strong business disability management team through peer support, information sharing, team participation and a focus on continually upgrading skills, knowledge and abilities as an effective disability management professional.

 

 

EDUCATION   

  • 4 Year University Degree in Health Sciences

 

  

QUALIFICATIONS   

 We are seeking a results oriented health professional with the following:

  • 5+ years of experience in a similar role;
  • Experience in a unionized organization with responsibility for advising on grievance/arbitrations related to sick leave/benefits claims is an asset;
  • Professional knowledge in mental health and addiction issues is an asset
  • Extensive experience working with confidential health files, details, and medical reports is preferred;
  • Case management and project management experience;
  • Ability to effectively manage multiple priorities, adapt to changing priorities and effectively manage expectations;
  • Ability to successfully lead, influence and motivate others;
  • Ability to apply health knowledge/experience to reach well grounded, independent conclusions and influence outcomes;
  • Effective communication and interpersonal skills;
  • Ability to hold positive relationships with both internal and external colleagues, be a trusted advisor;
  • Proven track record on delivering results;
  • Computer skills – Microsoft office
  • Experience with Disability Management software is an asset
  • Commitment to high standards of procedural safety and regulatory compliance.
