This position is moving to OPG Corporate Headquarters: In Summer 2025, OPG will officially welcome employees to our new Corporate Headquarters located at 1908 Colonel Sam Drive, Oshawa, Ontario. This new space will enable teamwork, collaboration and innovation that will help us to achieve our mission to electrify life in one generation. This position will be temporarily based in enter Toronto OR Whitby, ON until the move to Headquarters in the Summer of 2025.

JOB OVERVIEW
Ontario Power Generation (OPG) is looking for a dynamic, strategic and results-driven professional to join our team in the role of Senior Manager, Labour Relations. The successful candidate will play a crucial role in managing labour relations activities, resolving labour disputes and providing strategic advice and guidance on the interpretation of collective agreements, procedures and policies to HR professionals, Line Managers and Senior Leadership.
As a Senior Manager, reporting to the Director of Labour Relations, you will manage assigned Labour Relations Managers and/or Consultants to ensure timely advice and guidance is provided to Line Management with respect to Labour Relations matters ranging from day-to-day administrative issues to long term strategic issues. You will provide Collective Agreement interpretation and application, provide oversight to the dispute resolution process and negotiation process for any or all of the unions OPG is bound to. In addition, you will contribute to and participate in a full range of LR activities such as grievances/mediations/arbitrations, collective bargaining, negotiations and projects requiring LR input. You will represent OPG's interests when dealing with external groups such as arbitrators, counsel, and contractors. You will identify emerging labour relations issues having corporate or Business Unit impact and prepare and deliver training packages and information on labour relations matters.

KEY ACCOUNTABILITIES
- Provide oversight to all grievance activities and represent OPG in the various processes as necessary. Analyze success of dispute resolution processes and negotiate and implement needed adjustments. Liaise with Law Division and external counsel as required. Provide risk analysis on all significant Labour Relations issues.
- Lead diverse negotiations, including contract renewals, midterm discussions, and drafting letters of expectations, as well as communicate and implement changes to the Collective Agreement.
- Provide support, assistance and advice to the Director and Vice-President of Labour Relations and other senior human resource professionals concerning Labour Relations matters.
- Provide recommendations for collective agreement changes based on a thorough understanding of the agreement, labour relations practices, precedents and policies.
- Stay informed of current trends and events in labour relations and their significance to OPG.
- Develop and maintain harmonious, effective working relationships with employee representatives, ensuring timely consultation and joint processes wherever possible.
- Identify the need for Labour Relations training and ensure it is developed and delivered to meet client needs and expectations.
- Interface with external contacts and agents to identify/resolve issues.
- Lead and participate in committees, working groups, and strategic reviews for the purpose of exploring HR strategic issues and providing conclusions and recommendations.
- Manage and mentor staff responsible for providing Labour Relations services.
- Manage department budget to ensure financial results are realized.
- Prepare briefing notes, board memoranda and other submissions for senior management. Review submitted documents to ensure business implications are reflected appropriately.
- Provide advice and support to senior management with respect to strategic Labour Relations issues impacting business success, collective bargaining and relations with the unions, contractors and other external groups.
EDUCATION
- 4-Year University Degree in Human Resources, Business Administration, or a related field.
- Master’s of Industrial Relations (MIR), Bachelor of Laws (LL.B), and/or Master’s of Business Administration (MBA) with a focus in Labour Relations is an asset
- Certification in labour relations or Human Resources (CHRP, CHRL) is an asset
QUALIFICATIONS
- Minimum of 3-5 years of strategic labour relations experience in a unionized environment. Must be able to provide strategic labour relations advice and counsel
- Sound knowledge of labour relations principles, processes, best practices, theories, trends and related legislation and arbitral jurisprudence in both public and private sectors
- Extensive experience with grievance administration and collective agreement interpretation
- Demonstrated ability to collaborate with others and use superior judgement, business awareness, and political acuity to provide risk-based advice
- Strong knowledge of employment and other provincial and federal legislative requirements
- Ability to quickly understand business processes and navigate organization and support systems to deliver results

Period
The base salary range considers many factors including, but not limited to experience, education, and training, including any collective agreement requirements for union represented positions. It is not typical for the salary to be offered near the top of the range, and salary is dependent on numerous factors. For management roles, the base salary range does not represent the total compensation package. The total compensation package for regular full-time management roles includes pay-for-performance programs for annual and medium time periods.
