JOB OVERVIEW
Ontario Power Generation (OPG) is looking for strategic, dynamic, and results-driven leadership and performance management professional to join our Talent Management Centre of Expertise (CoE) in the role of Manager, Talent Programs. This position is located out of our Oshawa office with local travel in the Durham region and to our multiple GTA locations.
Reporting to the Senior Manager, Learning, Talent & Development, the Manager, Talent Programs will be a program leader responsible for the design, modification, implementation, and integration of core talent programs; people development strategies to create consistent and sustained high performing resources across the business and achieve key talent and business goals.
Program areas include:
- Talent Reviews and Succession Planning;
- Senior Leader and High Potential Development;
- Leadership Solutions including assessments and coaching;
- Culture and Employee Engagement
- Annual Performance Planning and Review (PPR) Program; and
- Knowledge Management.
The Manager, Talent Programs will work closely, collaborating and integrating with various Business Unit (BU) Leaders/VPs and Human Resources Business Partners, enterprise-wide to identify priorities to ensure talent strategies align with key business objectives.
In this position, you will provide critical expertise across all aspects of Talent, Development, and Performance Programs. You will be accountable for the full scope of program management including; stakeholder management, program design, communications, implementation, measurements, and monitoring programs for continuous improvements.

KEY ACCOUNTABILITIES
- Learn the business environment, and develop a strong understanding of the business strategy, structure, and goals enterprise-wide to deliver high-value business support and credibility as a trusted advisor to the business on talent priorities.
- Design and implement talent programs to support OPG’s business strategic objectives;
- Build relationships and partner with Senior Leaders and Business Unit (BU) clients to identify priorities and address talent challenges/opportunities.
- Partner closely with the HR Business Partner team to deliver core talent programming including talent assessments, talent reviews and succession, performance measurement, leadership development, culture and employee engagement programs;
- Lead the ongoing delivery of OPG’s Leadership Framework (attract, grow, manage and retain leadership capacity for Ontario Power Generation);
- Identify key organizational levers to drive culture change and develop programs to embed key culture aspects into business processes and programs;
- Provide assessment options to assess team functioning and develop or provide solutions to support improved performance, Develop and manage key indicators to assess and monitor the health of employee performance; and
- Develop and implement reports and tools to share talent information with key stakeholders. Monitor and measure the efficacy of talent solutions, programs, and training and adjust to continuously improve and ensure continually aligning to the needs of the business.
QUALIFICATIONS
- Bachelor's Degree/College Diploma in Human Resources, Organizational Development, Talent Management, Business, Adult Education, or Change Management is required; and
- Certified Human Resources designation such as CHRP (Certified Human Resources Professional), CHRL (Certified Human Resources Leader), CPLP (Certified Professional in Learning and Performance), or CTMP (Certified Talent Management Practitioner) is an asset.
- Minimum 8-10 years of progressive experience in Human Resources with strong experience and exposure in talent, leadership, engagement, and performance management practices;
- Experience effectively managing programs in the areas of; talent development, succession management, performance management, senior leader and high potential development, employee engagement, and leadership assessments is required;
- Proven track record on delivering results building out talent programs to attract, accelerate and retain top talent, helping to support the business in meeting its goals and strategic objectives;
- Strong knowledge in developing and/or leading the talent review process, succession planning, and development cycles. Strong knowledge and experience working with various leadership assessment tools;
- Strong interpersonal skills, knowledge, and experience in building, shaping, and maintaining productive relationships and strong partnerships across business units and among a wide variety of internal stakeholders and executives across the organization; highly collaborative and effective team player;
- Previous experience creating engaging presentations and training material and comfortable with facilitating stakeholder groups and delivering learning programs while using a wide variety of team collaboration, e-learning, and facilitative training tools and systems ;
- Exceptional project and program management experience;
- Superior written and verbal communication skills; ability to influence and communicate effectively across the company at all levels;
- Looking for someone with a strong level of confidence who is energetic and a self-motivated individual that takes initiative and has a strong level of passion and desire to succeed;
- Previous experience and working knowledge with MS Office and HR systems are required. Experience working with SAP / SuccessFactors would be an asset;
- Ability to work in a fast-paced changing environment while effectively managing shifting priorities. Able to navigate a complex organization and support systems to deliver results, and work in a cross-functional environment;
- Experience working for an organization with a highly technical and/or multi-union workforce is considered an asset;
- Previous experience working for a highly regulated industry such as; utilities, energy, mining, oil & gas, manufacturing, health care, telecommunications, financial services, or public sector (Broader Public Services, Municipal, Provincial and or Federal Government) is preferred.
- Ability to work effectively and efficiently in an office environment
